The position will research land use, climate change, and related regulatory issues, and develop policy and implementation recommendations for use by agency managers. The position will play a central role in shaping the Department’s efforts to address climate adaptation and resiliency issues through engagement in strategy discussions, researching alternatives, and drafting statutory and regulatory language. The position is located in the Commissioner’s Office of Policy but will serve as the Bureau of Land Resources (BLR) policy development specialist and serve on the Bureau’s management team. The position will work closely with the Commissioner’s Office and with the Bureau Director to provide advice and expertise to advance the BLR’s mission to protect Maine’s environment through thoughtful oversight and regulation of development of State or regional significance, development impacting protected natural resources, stormwater management, hydropower, and mining, as well as municipal shoreland zoning. Typical responsibilities will include: research, analyze and write regulations implementing legislation and policy recommendations, coordinate programmatic analysis with program experts across Bureaus, develop materials for and facilitate planning meetings with stakeholders, analyze and interpret data from studies, meetings and other sources for internal us and to deliver testimony to the Board of Environmental Protection and Legislature. ”
