In 2023, CivicWell contracted with LPC Consulting Associates, Inc. (LPC) to evaluate CivicSpark’s ability to help beneficiaries achieve their project goals and to increase the capacity of local 12023/24 CivicSpark Final Evaluation Report governments to address environmental and social equity resilience challenges. This evaluation focused solely on CivicSpark partners located in Colorado and Washington State. This report presents the results of a quasi-experimental evaluation study comparing beneficiary agencies from the 2023/24 service year with a comparison sample of local government agencies not receiving services from CivicSpark. The report describes outcomes related to changes in agency capacity, capacity improvements, as well as goal achievement across intervention and comparison groups.
